Kenya: toward democracy?

The Head Heeb has an analysis on the recent constitutional referendum in Kenya.  Changes made to the document without public input seem to have divided the country (yet again!) along political and ethnic lines.  Without a strong coalition, the ruling NARC party may disintegrate, leaving president Mwai Kibaki without a strong backing in the election in 2007.  Kibaki ran on a strong governmental reform platform earlier, but his credibility is slowly fading, as many of the constitutional changes made without public approval seem to result in greater presidential power.  The previous president was overthrown for his abuses of power, and if Kibaki is wise he will learn from that example.
