Speaking of freedom of speech:
Gingrich, speaking at a Manchester awards banquet, said a "different set of rules" may be needed to reduce terrorists’ ability to use the Internet and free speech to recruit and get out their message.
What exactly is that supposed to mean?
UPDATE: QandO provides the transcript, which clarifies the issue a bit, but still doesn’t specify what Gingrinch thinks should be done.
